Waluigi is awesome. He's literally the best filler character that could ever exist. Why? He has nothing to go off of. They can do WHATEVER the intercourse  they want with him. Want to swim in the sky? Waluigi can do it. Want Doctor Octopus arms? Waluigi can do it. Want a whip? Waluigi. Want him to spin around like a Tornado? Sure. Evil gleam in his eye? Let's do it.

I don't think Wario having a counterpart is an inherently bad idea, but Waluigi is really uninspired and annoying, and doesn't deserve to be made a definitive part of the Smash Bros roster or any important Mario/Wario game for that matter.
